About 40% of funds of centralized innovation fund sent to science in 2017

About 40% of the funds of the centralized innovation fund is sent to science in 2017. This was discussed at the meeting of the Presidium of the Council of Ministers chaired by Andrei Kobyakov, Prime Minister  today, BelTA informs.

The issues of the work of the SCST and other national and local government bodies on the use of funds of innovative funds in 2017, the formation of the plan for the spending of them for 2018 and the extent to which these funds are involved in financing the domestic science were discussed at the meeting of the Presidium the Council of Ministers.

Andrey Kobyakov recalled that the results of work for 2013-2015 showed the need to improve the mechanisms for the formation and the use of innovative funds in connection with which a new mechanism was developed. The system of formation and use of funds was improved.

The principal point here is that the application of the new approach is aimed at a comprehensive transition from the sectoral use of these funds to the nationwide one.

‘This year, a significant increase in the amount of funds allocated to financing research and development works in the total volume of national innovation funds, from 29% in 2015 to 40% in 2017, has already been provided  in the structure of expenditures of the national centralized innovation fund,’ the Head of the State said. At the same time, the Prime Minister criticized an extremely low development of the funds for individual managers for 9 months of 2017. He also brought up the issue of the expediency of redistributing funds for a more effective use, primarily within the State Program for Innovative Development. ‘I ask the governors to answer the questions about the problems in the provinces and Minsk, including the issue of the reasons for the low development of the funds of local innovation funds. Why haven’t the development of the funds of the innovation funds been started in the Minsk and Grodno regions?’ Andrei Kobyakov asked. The issues of the quantity of the means of the national centralized innovation fund will be used to finance science in 2018 and how this will affect the science intensity of GDP also were discussed.
