Alexander Shumilin: The Interstate Innovative Cooperation Programme of the CIS members aimed at implementing global and breakthrough projects

The Interstate Innovative Cooperation Programme of the CIS member states for the period until 2020 is one of the most important integration mechanisms within the Commonwealth functioning and aimed at implementing global and breakthrough projects on subjects that are relevant for everyone - nano- and biotechnologies, space, IT, and agricultural technologies. This was announced by Alexander Shumilin, Chairman of the State Committee on Science and Technology of the Republic of Belarusm at the opening of the 25th meeting of the Interstate Council for Cooperation in Science, Technology and Innovation. According to him, over eight years of the program’s implementation, a great deal of work has been done to build the infrastructure of scientific and technological innovation cooperation, to develop optimal forms and mechanisms of cooperation between subjects of R&D and industrial activities in the format of joint interstate scientific and technical projects.
“The current program is very extensive. It has many directions, and almost everywhere there are certain breakthroughs and achievements. For example, we were able to significantly advance in the development of interstate cooperation in the innovation sphere: now an interstate network of centers for the collective use of high-precision equipment is being developed, there are achievements on the network of commercialization of innovations,” Alexander Shumilin said. The SCST Chairman also noted that the process of implementing 10 pilot interstate innovation projects, the main participants of which are Belarus, Russia, Kazakhstan and Kyrgyzstan, is currently ongoing.
Meanwhile, the implementation of interstate innovation projects is already producing good results for the economies of the CIS member states. For example, scientists from Belarus, Kazakhstan and Russia have developed an expert system that allows you to quickly rand emotely make a forecast of the consequences of geological environment oil pollution that occurred as a result of the accident, which affects the speed of its relief and allows you to quickly choose pollution elimination methods and technical means for cleaning the territory. As a result of the project to create miniature magnetic field sensors and autonomous sources of electric energy (participants - Belarus and Russia), devices for measuring magnetostriction of ferromagnetic films and devices for temperature measurements have been developed. To date, 6 such facilities are already used in scientific and educational organizations of the Russian Federation.
“There is absolutely no doubt in feasibility of further development of interstate cooperation in the field of innovation in the format of the Interstate Innovative Cooperation Programme of the CIS member states for the period up to 2030. It is a logical continuation of the serious work on the implementation of the programme, which is currently ongoing until 2020,” said Alexander Shumilin. At the same time, he noted that the programme, which is being developed for the period until 2030, will receive new contours: national action plans will be developed in the states participating in the programme, and improved interaction formats will be proposed. At the same time, its main practical content will continue to be interstate innovative projects.
