By the Decree of the President of the Republic of Belarus dated September 15, 2021 No. 348, the State Program of Innovative Development of Belarus for 2021-2025 was approved. According to the document, the State Program is aimed at implementing the priorities of the socio-economic development of the Republic of Belarus for 2021 - 2025 in the field of investment and accelerated development of innovative sectors of the economy, achieving at the national level the ninth goal of sustainable development of the United Nations to create infrastructure and promote innovation.

This is the fourth State Program of Innovative Development and its main goal is the achievement by the Republic of Belarus of the level of innovative development of the leading countries in the Eastern Europe region based on the realization of the intellectual potential of the Belarusian nation.

In the new State Program for Innovative Development, organizations of all forms of ownership will carry out innovative projects that correspond to the priority areas of scientific, scientific, technical and innovative activities, primarily on the basis of domestic developments, the promotion of Belarusian technologies to the world market and the transfer of best foreign practices.

Taking into account the experience of a similar program in 2016-2020, new approaches to the implementation of the innovative development of Belarus for 2021-2025 are envisaged. In particular, the procedures for including projects and activities in the SPID have been optimized, indirect mechanisms have been created to stimulate the implementation of innovative projects through the use of effective tax incentives and customs preferences instead of difficult to administer tax benefits ( exemption from import customs duties and value added tax on technological equipment imported for the implementation of program projects (without concluding an investment agreement); introduction for the program projects of an investment deduction mechanism for income tax in the amount of up to 150 percent of the volume of capital costs of the project; exemption from land tax for land plots for the construction of facilities as part of the implementation of program projects ), a mechanism is provided for the formation and implementation of complex projects and attraction for financing of loans from the Development Bank provided on preferential terms.

Particular attention will be paid to the development of the national intellectual property system and the increase in income from the export of services in the field of payment for the use of intellectual property; involving our youth in science and innovation, including encouraging them to create promising high-tech businesses.

Планируемый объем финансирования Государственной программы составляет 6,75 млрд. рублей, включая бюджетные средства, собственные средства организаций, кредитные ресурсы, иностранные инвестиции и прочие источники.

In the State Program for Innovative Development, it is planned to implement at least 100 innovative projects, including the organization of high-tech agro-industrial production of the full cycle CJSC Belarusian National Biotechnological Corporation, the development and development of innovative technologies in the production of footwear with the introduction of robotic software and hardware systems in JLLC Belvest, construction of a diagnostic, ward, operating and resuscitation building for the creation of a hybrid cardiac surgery center in the Republican Scientific and Practical Center for Cardiology, organization of the production of original bioresorbable polyfunctional drugs in the Unitary Enterprise "Unitechprom BSU", organization of biopharmaceutical production of drugs based on recombinant technologies and fractionation of blood plasma meeting the requirements of GMP, in the State Institution "Republican Scientific and Practical Center for Transfusiology and Medical Biotechnology" and many others.

The implementation of the State Program is designed to become a driver for building an innovative economy and provide a contribution to GDP growth of at least 9.5%, exports - at least 13.8%. In addition, by 2025, it is planned to create more than 12 thousand new and modernized high-performance jobs, to increase the share of innovatively active organizations in the manufacturing industry to 30.5% and the volume of exports of science-intensive and high-tech products to 18.3 billion US dollars, which will be 35.6% in total exports of goods and services.
