Successfully develop our own scientific and technological potential, promote our technologies to the world market and use advanced foreign technologies ... Representatives of the State Committee for Science and Technology and the Academy of Sciences outlined the main provisions of the State Program for Innovative Development of Belarus for 2021–2025 as a tool for building an intellectual economy.

When implementing the new state program, organizations of all forms of ownership will carry out innovative projects to create new industries that correspond to the priority areas of scientific, scientific, technical and innovative activities.

We are already talking about the fourth innovative development program, – Chairman of the State Committee for Science and Technology Alexander Shumilin noted that each of the programs played a significant role in the development of the country.– The main idea of ​​the first program is to collect all projects significant for the country and form them into a single program. The second was also built on this principle - to combine all the best projects based on new technologies aimed at developing the economy and attracting investment. Then it was decided to concentrate resources and identify the most significant innovative projects. When preparing the third state program for innovative development, clear criteria for classifying projects as innovative were defined and a mechanism for selecting projects was created in order to objectively assess their level. A centralized innovation fund was also created - and the program received its own source of funding.

All indicators for the completed program of innovative development have been achieved. This allowed our country to rise significantly in the innovation development index according to international assessments. Thus, Belarus improved its position in the ranking of the most innovative countries in the Global Innovation Index 2021 and took 62nd place. In the category "Export of ICT services" Belarus took 11th place in the world, moving up four lines. At the same time, Belarus remained the world leader in the Mobile Application Development category.

The new state program for innovative development was formed taking into account the experience of implementing a similar state program in 2016–2020. By the way, as a result of its implementation, 74 new production facilities were put into operation. The volume of production of innovative products amounted to about 6 billion rubles.

The highlight of the new program will be the formation of not just innovative projects, but projects based on Belarusian developments, – focused attention Alexander Shumilin. – At the beginning of the last program, 33 out of 75 projects were based on Belarusian technologies, by the end of the program there were already 64 such projects. Similar approaches, when resources are concentrated on developments within the country, are used in such successful countries as Israel and Finland. That is, first of all, we will invest resources in our science, in our developments. Also, in the upcoming five-year plan, it is planned to more actively involve young people in science and technology.

It is planned to introduce a number of systemic measures to create favorable conditions for the implementation of innovative projects. These innovations will significantly reduce the time required for project approval and allocation of funds, and will attract innovative enterprises and investors to the program.

Special attention in the new program is paid to the issues of intellectual property. Over the past five years, the export of intellectual property has grown sixfold and exceeded $ 100 million! The task for the new five-year plan is to increase this figure fivefold.

As a result of the implementation of the program, by 2025, it is planned to create about 100 highly profitable export-oriented industries, increase the share of innovatively active manufacturing organizations to 30.5 percent, and the export volume of science-intensive and high-tech products to $ 18.3 billion.
