The procedure for the formation and implementation of scientific and technical programs will be changed in Belarus.

Alexander Shumilin, Chairman of the State Committee on Science and Technology, Doctor of Economics, spoke about this and other legislative innovations during the press conference in BelTA.

So, state expert councils of the corresponding profile will act as tender commissions for projects (previously coordination councils were created for the competitive selection of the SCST) on October 25 of this year. A norm has been introduced according to which a preliminary list of tasks is formed taking into account the availability of patent and marketing research, and does not include only a mandatory patent research. The emphasis is made not only on the scientific novelty, but also on the marketing study of the demand for products.

‘Unfortunately, the scientific process is long and often, while the development is being created, the market is being changed. Products are becoming unclaimed. Today, a prerequisite is that before investing public resources, you need to hold a marketing research. This will become one of the conditions for receiving funds,’ A. Shumilin explained.

In addition, the draft assignments submitted to the contest and the state scientific and technical examination are subject to the coordination with government bodies. So, the procedure for this examination was further improved by the resolution of the Council of Ministers dated May 18, 2019 no. 309. To translate procedures into a digital format, the concept of the information-analytical system “Single Expertise” is introduced, which is intended to be used by all subjects of the expert process in Belarus. In order to simplify the examination system, projects with a small amount of funding can only undergo the departmental examination. This can be done at the initiative of the customer or the SCST, as well as legal entities that are not customers (at their expense).

Another innovation is the norm that determined the projects of state scientific and technical programs as an object of state expert examination. Thus, it now covers not only draft assignments, but also the program as a whole.

The Chairman of the expert council is appointed by the SCST for a period of not more than 4 years. In addition, for a number of facilities it is enabled to hold a state examination within not 30, but 45 calendar days (business plans and innovative projects).

As A. Shumilin noted, the SCST established a contest for the title of the best expert of the year. This will create an additional incentive for the work and the formation of a professional expert community in the country.

The issues of responsibility, reporting and monitoring of program implementation are regulated. For the first time, significant objective circumstances were determined. These circumstances exempt the executor from responsibility if the obligations to produce innovative products have not been fulfilled. These include emergencies, the adoption of legislative acts, decisions of international organizations prohibiting or restricting the manufacture or sale of certain goods, the death of an individual who owns property rights to the results of the development, the recognition of him as legally incapable, the liquidation of a legal entity that manufactures goods created on the basis of innovations, and etc.

‘Earlier, budgetary funds allocated for development were recognized as inefficiently used and were subject to the unconditional return in case of default on the volume of output. This did not enable scientists to tackle breakthrough developments that may involve great risks.

However, they are those who can lead to the prosperous future. Therefore, a mechanism was introduced for the return of money back for objective reasons,’ A. Shumilin explained.

Decisions on exemption from responsibility are made by the state customer in agreement with the SCST. Controversial issues are considered by the Commission on State Science and Technology Policy under the Council of Ministers. The resolution no. 252 also clarifies the procedure for processing the results of acceptance of work and the responsibility for the accuracy of the information. In general, innovations make the participation in scientific and technical programs more attractive by reducing risks when the commercialization is not possible, and aim at achieving the necessary effect from the implementation of scientific and technical tasks.

The total amount of financing provided for 2019 on the assignments of the STP is 76.7 million rubles, including 39.8 million (51.9%) from budget sources (from the national budget - 26.4 million, from RCF - 13.4 million) and 36.9 million (48.1%) from the own funds of executors.

Technology and equipment for surface electromagnetic hardening of long and complex profile parts of the suspension of BelAZ vehicles;

a series of microcircuits of low-voltage low-powered voltage stabilizers of positive polarity designed for use in small-sized quartz oscillators, as well as power supplies for a special-purpose radio electronic equipment;

an electric charging station of direct current EC-401 for charging electric vehicle batteries with direct current in Mode 4 (the OJSC “Vityaz”); a variety of mid-season table potatoes with a yield of 55-65 t / ha with integrated disease resistance, suitable for industrial processing, etc. are among the most significant immediate expected results within the state programs.

In addition, drafts of new union programs have been prepared, including in the field of additive technologies, IT and biotechnologies, and the creation of space equipment.



The most important instrument of state scientific and technical policy is scientific and technical programs (NTP). They enable to coordinate the activities of ministries and departments and to effectively solve the most significant problems of republican and regional significance, as well as the problems of the development of individual industries on the basis of concentration of resources.

In 2019, 17 state, 10 industry and 6 regional scientific and technical programs are being implemented in Belarus. 76.7 million rubles, including 39.8 million rubles are from budget sources. The development of new technologies for BelAZ, a series of integrated circuits of the OJSC “Integral”, new varieties of crops, etc. are among the most significant projects.
