The SOYUZ correspondent is interviewing the chairman of the State Committee on Science and Technology of Belarus, Alyaxandar Shumilin, about the prospects for union scientific and technical cooperation.


- Recently, a meeting of the expert council on awarding the Union State Prizes in the field of science and technology has taken place. What works are nominated for awards?

- We received 18 applications in total. These are joint developments in the field of high-performance information and computing technologies, hydrometeorology, medicine, ecological farming and animal husbandry. Thanks to the cooperation of scientists, the potential of the mineral resource base of the Union State is being built up, research is being carried out in the field of space exploration using the Belarusian space system for remote sensing of the Earth and the Russian-Belarusian orbital constellation of the BKA and Kanopus-V satellites. New highly effective and biologically safe food products and much more are being created. Such a large-scale work on the selection of projects and the award of a prize will definitely boost the development of joint scientific activity.

- How close is the interaction between the countries in the field of science and technology?

- The common point is the understanding of the need for an innovative breakthrough - the modernization of economic systems based on the latest technologies to increase global competitiveness in world markets. The State Committee on Science and Technology of Belarus and the Ministry of Science and Higher Education of the Russian Federation, together with interested ministries and departments, have identified the main directions for the formation and functioning of a single scientific and technological space of the Union State. A number of important regulatory legal acts of the Union State have been adopted. The procedure for the development and implementation of Union State programs has been improved.

However, there are issues that require a fundamental solution. In particular, the reduction of the terms of coordination of scientific and technical programs.

- What role do union programs play in Belarusian-Russian scientific and technical cooperation?

- They are the main tool for implementing the scientific and technical policy of the Union State. As a result, unique models of equipment and technologies have been developed and are being introduced. More than 50 programs have already been implemented. Particular attention is given to breakthrough areas, such as Supercomputer, Nanomaterials and Nanotechnology, Cosmos, Biotechnology, which are associated with great hopes for the development of high technologies and increase the export potential of our countries. The implementation of the Technology-SG program is ongoing. Starting this year, a new "space" Integration-SG program will be implemented.

- We know now that there is a need to reduce the coordinationtime of allied scientific and technical projects. How is this process going?

- The SCST developed a draft resolution of the Union State Council of Ministers on empowering the Commission for the formation of a unified scientific and technological space with the function of approving draft concepts of scientific and technical programs of the Union State and deciding on the development of draft Union programs and amending the current regulatory legal acts of the Union State. The document provides for a reduction in the time for the development and approval of draft concepts of scientific and technical programs of the Union State, the creation of conditions for more efficient use of their results.

- How important is the collaboration of fundamental research funds of the two countries?

- Joint projects have allowed not only to obtain a large number of first-class scientific results, but also created a significant reserve for innovation. For example, in the field of DNA identification, when some of the results are used in medicine, some in forensics, as well as in the field of superconducting materials (creation of compact medical devices: tomographs, diagnostic devices).
