In Belarus the transition to the innovative development of the economy from the moment of the adoption of appropriate strategic decisions in 2002 is regarded as a decisive factor of competitiveness, the support of energy security, long-term sustainable economic growth and achieving acceptable level parameters and quality of life in the country.
The transition to the innovative resource type of reproduction is provided by: the Concept of Socio-Economic Development of the Republic of Belarus up to 2015, the Program of Socio-Economic Development of the Republic of Belarus up to 2010, the State Program of Innovative Development of the Republic of Belarus for 2006-2010, the Concept of the State Program of Innovative Development of the Republic of Belarus for 2011-2015, the State Program of Innovative Development of the Republic of Belarus for 2011-2015, the Strategy for Technological Development of the Republic of Belarus for the period up to 2015 and other strategic policy documents.
More than 50 normative legal acts, 20 of them for the first half of 2012, were prepared and adopted as part of improving the system of normative legal regulation in the field of scientific, technological and innovation, as well as in the field of protection of the rights intellectual property in order to establish a National Innovation System.
In general, the legislation created in the Republic legislation provides the legal regulation of all the stages of the innovation process from certain priorities and the planning of scientific and technical activities to the assessment of the economic efficiency of implementation of innovative products, including: promoting the development of highly efficient production; financing investment and innovation activities; regulation of the creation and development of holdings; tax exemptions for the subjects of innovation, producing innovative and high-tech products; use of intellectual property items, and payment of 40% of profits derived by the use of innovations to the authors of these innovations; functioning of the system of protection of copyright and related rights.
The Enactment of the Council of Ministers of the Republic of Belarus no. 205 of March 2, 2012 approved the strategy of the Republic of Belarus in the field of intellectual property for 2012-2020 and the Schedule of Priority Measures for implementation of the strategy of the Republic of Belarus in the field of intellectual property for 2012-2013.
The implementation of the strategy will enable to form an effective mechanism for obtaining economic benefits from innovation, to achieve the enhancement of competitiveness of Belarusian producers on the domestic and overseas markets through the development of modern methods of doing business and competition based largely on the effective management of intellectual property.
